Rebecca has spent more than a decade analyzing federal acquisitions and advocating for procurement reforms and new programs. In addition to being a Senior Advisor to SMART Policy Group, she is the President of Kite Tail Strategy, LLC. Kite Tail Strategy specializes in integrating federal contracting consulting and government relations services to help clients capture contracting opportunities. Kite Tail Strategy’s approach is based on a deep understanding of how public policy is shaped and influences acquisitions and how agencies execute procurements.
Prior to working with SMART Policy Group, Rebecca served as the Deputy Associate Administrator for Congressional and Intergovernmental Affairs for the U.S. General Services Administration (GSA) - an agency that procures over $70 billion annually. She led the agency’s legislative strategy and represented the agency’s Federal Acquisition Service, including Technology Transformation Services, Public Buildings Service and Office of Government-wide Policy and Public Buildings Service to Congress and other federal agencies. She significantly influenced legislation impacting federal procurement and technology modernization. This included legislation related to Federal Risk and Authorization Management Program (FedRAMP), GSA Centers of Excellence, e-Commerce Platform, Commercial Solutions Opening (CSO), Small Business Innovation Research (SBIR), supply chain risk management, and contractor pay under the CARES Act. Rebecca also managed the office’s policy staff and was instrumental in preparing GSA leadership for congressional hearings.
Rebecca began her career at the Government Accountability Office (GAO), where she reviewed major acquisition programs at the Departments of Defense (DOD) and Homeland Security (DHS). For example, she identified procurement best practices that could save the government up to $12 billion, at that time; successfully advocated for increased funding for the Coast Guard’s Deepwater program; and, made recommendations to improve DHS’s management of major acquisitions. While at GAO she helped brief the Senate committees on Armed Services (SASC) and Homeland, Security and Government Affairs (HSGAC); and House committees on Armed Services (HASC) and Oversight and Reform (HCOR). Rebecca also prepared testimony statements and witnesses for hearings related to oversight and annual authorizations and appropriations. She then went on to assess National Aeronautics and Space Administration (NASA) procurements as a senior analyst with the agency’s Office of Inspector General (OIG). Her projects included auditing the agency’s management of service contracts, Earth science portfolio, and underutilized property to include launch pads.
Rebecca received her Master’s in Public Policy from the College of William and Mary and is a proud undergraduate of Miami University. She resides in McLean, VA with her family.
